Renewing a CSCS card: check the deadline, test and card rules
If a worker’s CSCS card is nearing expiry, the right next step depends on the card type, occupation and current qualifications. Check the renewal window and test requirements before arranging site access or booking a test.

A card expiry date can affect workforce planning, especially when a worker is due on site or several employees need to renew around the same time. The key is not to assume every CSCS card follows the same process: some can be renewed, some cannot, and the Labourer card has different rules for newer and five-year cards.
Start with the card shown on the worker’s record, then check the current scheme requirements for that card. The following explains when to apply, what to verify about qualifications and the CITB Health, Safety and Environment test, and how to check the outcome.
When can you renew a CSCS card?
Check the expiry date printed on the card and work back from it. CSCS permits renewal from six months before expiry until one year after the expiry date. That gives you a defined application window, but it does not mean an expired card should be treated as valid for site access. Confirm the worker’s current status under the access arrangements for the project.
The renewal window is only the first check. The card must still fit the person’s occupation, qualifications and current scheme rules. CSCS warns that a change of role or a newly gained qualification may mean applying for a different card rather than renewing the existing one. Its renewal guidance by card type sets out the current conditions, including which cards cannot be renewed.
For an employer managing several workers, record each card type and expiry date separately. A single reminder for “CSCS renewals” can miss differences in qualification evidence or test timing. Ask workers to confirm the card they hold and their current role before planning the application.
Does your card type allow renewal?
Some familiar CSCS cards are renewable, while others are issued for a set period and cannot be renewed. A Blue Skilled Worker card, for example, is valid for five years and may be renewed using the construction qualification used for the previous card, alongside the relevant health and safety test requirement. Manager and Supervisory cards also have their own qualification and test conditions.
Do not infer the rule from the card colour alone. The CSCS renewal information distinguishes among cards for apprentices, trainees, experienced workers, labourers and professionally or academically qualified people. For instance, the five-year Trainee card cannot be renewed, while a two-year Trainee card holder may be able to obtain a new three-year Trainee card if they provide evidence of registration on an appropriate qualification or recognised alternative. That is a new card route, not a routine renewal.
A role change is another reason to pause before submitting. CSCS says a worker who has changed occupation or gained a new qualification may need a new card. Use the card finder and check the relevant occupation requirements. For the distinction between obtaining a card in the first place and keeping an existing one current, see how the CSCS card test fits the application. That background is useful, but this renewal decision turns on the card the worker holds now and its current rules.
What are the Labourer card renewal rules?
The Labourer card needs particular care because its conditions differ by the card’s history. CSCS states that a card issued for the first time is valid for two years. If the holder is still in a labouring role after those two years, it can be renewed for a further three years by providing a completed Labourer Declaration Form. The required Operatives CITB HS&E test, or an accepted alternative, must have been passed within the previous three years.
A five-year Labourer card is treated differently. CSCS says its renewal requires the Operatives HS&E test to have been passed within the previous two years; a SOLAS Safe Pass passed within the previous three years is also accepted. Do not apply the newer two-year-then-three-year pattern to a holder of a legacy five-year card without first identifying which card they have.
The card is for labouring roles, not skilled occupations. CSCS states that a skilled worker holding a Labourer card may be refused site access. If the person’s duties have changed, check the correct card for the work rather than renewing a card that no longer reflects the role. In a business setting, confirm the actual job description with the site manager as well as checking the card label.
Which test and qualification evidence should you check?
For many renewable cards, the relevant CITB HS&E test must have been passed within the two years before the renewal application. The required level depends on occupation and card: CITB lists three test types, Operatives, Specialists, and Managers and Professionals. Use the CSCS card finder to identify the appropriate one instead of assuming the Operatives test applies to everyone.
CITB says each HS&E test lasts 45 minutes and contains 50 questions. It currently lists the test fee as £23.50. Treat that amount as CITB’s published fee, not as a full budget for renewal: it relates to the test, and any other costs depend on the worker’s circumstances. Confirm the current fee and booking information directly before arranging a test.
Check the qualification evidence against the card’s own conditions too. Renewable skilled-worker cards generally use the construction qualification relied on for the previous card, while some occupations may require a qualification certificate to be supplied. The CSCS renewal page says it will contact applicants where a copy is required for particular occupations. If the qualification or job has changed, re-check eligibility instead of assuming that an old record will carry forward.
How do you submit and manage the application?
An individual cardholder can renew through the My CSCS app; employers, training providers and third parties can use CSCS Online. Before starting, gather the card details, confirm the correct card route, and check that the relevant qualification and test evidence meet that route’s conditions. Do not leave the test check until after submitting if a time limit applies.
For a team, nominate someone to track each person’s expiry date, current card type, required test level and evidence status. Keep a simple record of what has been checked and when. That helps separate cards ready for renewal from cases where a different card or further evidence may be needed. If staff need broader role-specific safety learning as well as the card requirement, workplace and construction training choices should be considered separately; a CSCS renewal is not itself a substitute for job-specific training.
If an application raises a question about eligibility or evidence, contact CSCS through its official support channels rather than relying on assumptions based on an older card. The CSCS contact information lists its support ticket and webchat options, as well as a telephone line open Monday to Friday, 8am to 6pm, excluding Bank Holidays.
How should you check the result?
Once the application is complete, check the new card details and expiry date against the worker’s role and qualification. Make sure the card type is appropriate, the name and other details are correct, and any digital record is available to the worker. Where your site process uses card verification, check the card through the approved verification route before granting access.
For a manager, close the loop by updating the workforce record and setting the next reminder from the new expiry date. If the application could not proceed because a test, qualification or role requirement was not met, record the outstanding item and agree who will resolve it. The useful outcome is not simply a submitted renewal: it is a current card that matches the person’s work and can be checked before they attend site.
Frequently asked questions
Can I renew my CSCS card after it has expired?
CSCS says a card can be renewed from six months before its expiry date until one year after it expires. That is the application window, not confirmation that an expired card remains valid for site access. Check the card’s status with the site’s access process and verify the worker’s current card before relying on it.
Do I need to retake the CITB test for a CSCS renewal?
That depends on the card. Many renewable skilled and supervisory cards require the appropriate CITB Health, Safety and Environment test, or an accepted alternative, to have been passed within the previous two years. Labourer card rules differ, and some require a test within the previous three years. Check the current requirements for the specific card before booking.
Can I renew a five-year Labourer card under the newer Labourer card rules?
The five-year Labourer card has a separate renewal condition from the newer card issued initially for two years. For a five-year card, CSCS says the Operatives HS&E test must have been passed within the previous two years; it also says SOLAS Safe Pass is accepted if passed within the previous three years. Confirm the holder’s exact card type before applying.
What if my job or qualification has changed since my last card?
A renewal may not be the right application if your occupation or qualification has changed. CSCS advises checking that the card still matches the role and says a new card may be needed instead. Use the card finder to identify the relevant card and requirements, rather than selecting the old card simply because it is the one you currently hold.
