Which CSCS white card fits your role and qualifications?

If you manage site access or hold a construction-related qualification, “CSCS white card” may refer to two different routes. The right one depends on whether your eligibility comes from an academic qualification or approved professional-body membership.

A white CSCS card is not one general-purpose card for everyone with a degree or professional title. The Academically Qualified Person (AQP) card and Professionally Qualified Person (PQP) card are separate routes, each with its own eligibility evidence. For an employer, checking the precise card and the worker’s site role helps avoid treating a qualification as proof of a different trade or competence.

What does “CSCS white card” mean?

The phrase usually points to one of two CSCS cards: the Academically Qualified Person (AQP) card or the Professionally Qualified Person (PQP) card. Both are intended for people whose construction-related role and eligibility follow an academic or professional route, rather than the usual trade qualification route. They are not interchangeable, and a white card by itself does not tell you which qualification or membership route the holder used.

For a business checking a worker’s access arrangements, start with the role they will perform and the exact card title, not colour alone. CSCS says the AQP card is for people with certain construction-related degrees, HNCs, HNDs, CIOB certificates and specified NEBOSH qualifications. The PQP card is for members of professional bodies approved by CSCS at accepted membership levels. The CSCS training and course overview can help place card requirements alongside other workplace training decisions.

Is the AQP route right for your qualification?

AQP eligibility is based on a completed, accepted academic qualification. Having a degree is not enough: CSCS accepts specific construction-related qualifications, and its Card Finder is the place to check the exact award title. The AQP card requirements say applicants must provide a copy of their qualification and, where possible, evidence of the units achieved. CSCS lists this card as valid for five years.

Before applying, compare the certificate’s exact title, awarding institution and any relevant units with the entry in Card Finder. Do not rely only on a course provider’s description that a qualification is “CSCS approved”; CSCS processes card applications, while qualifications and tests are arranged separately. If your award is not listed but you believe it is construction-related, follow CSCS’s route for asking it to review the qualification. For an overseas qualification not currently recognised, CSCS directs applicants to Ecctis for an Industry Skills Statement.

Does professional membership qualify you for a PQP card?

The PQP route is based on current membership of a professional body recognised by CSCS, at an accepted grade. Membership of a well-known institution is not sufficient on its own if the particular grade is not eligible. Check both the organisation and your membership level against CSCS’s current PQP information before making plans.

For the application, CSCS accepts evidence such as a membership certificate, membership card, a letter or email from the body, a current online-directory screenshot or a membership-payment receipt. The evidence must show the body’s name, your membership level and number, and current-year membership. CSCS describes the PQP card as valid for five years, but it cannot be renewed: on expiry, you apply for a new card. Its PQP card requirements also say that failure to renew membership, or revocation of membership, may result in cancellation of the card.

A professional membership route and an academic route can lead to the same broad card colour while representing different eligibility. If your membership is not at an accepted professionally qualified grade, check whether your academic award qualifies for AQP instead. CSCS announced a change effective 30 June 2023 to recognise professionally qualified members for PQP applications; check the current accepted grades rather than relying on older advice. For workers whose route is a trade qualification rather than AQP or PQP, compare the labourer green card route or, where the role and qualification fit, the blue skilled worker card.

Which health and safety test do you need?

CSCS’s AQP and PQP pages require applicants to pass either the CITB Managers and Professionals Health, Safety and Environment (HS&E) test or the CIC Health and Safety Test. Check the relevant card page and Card Finder for your circumstances before booking; do not assume that an Operatives or Specialist test is interchangeable. CSCS requires a qualifying test passed within the last two years for card applications and renewals, so an older pass may no longer meet the application condition.

CITB’s current Managers and Professionals test guidance states that the test lasts 45 minutes and contains 50 questions. Its pass mark is 90%, which means at least 45 correct answers. The subject areas include legal and management matters, occupational health and welfare, general safety, high-risk activities and the environment. CITB says this test was updated in June 2023 to reflect changes in legislation, working practices and technology; use current revision material rather than assuming older preparation content covers the present test.

How do you put the application into practice?

First, settle which route applies. For AQP, confirm the exact academic qualification in Card Finder. For PQP, confirm both the professional body and eligible membership grade. Then check the test type and whether your pass falls within the required two-year period. This sequence helps avoid booking the wrong test or submitting evidence that does not establish eligibility.

Prepare legible copies of the required evidence before starting. An AQP applicant should have the qualification certificate and, where available, unit evidence. A PQP applicant should make sure the membership proof displays the required name, level, number and current-year status. If you are arranging cards for staff, ask each person for the evidence that corresponds to their own route rather than using one generic checklist for every white-card applicant.

CSCS currently lists a £36 application fee for its cards, with Apprentice cards as the stated exception. The individual application route is through the My CSCS app or CSCS Online; employers and third parties use CSCS Online. The CITB test is booked separately through CITB, not through CSCS. Treat the test fee as a separate cost and confirm it on CITB’s booking page before budgeting, because fees can change.

How can you check the card and avoid a mismatch?

Once the application is approved, check that the card title, holder’s identity, expiry date and the role for which access is needed all line up. CSCS says an approved applicant can access a digital card through the app straight away, and its AQP and PQP pages indicate that physical cards should arrive within five working days. For site managers, verify the card through CSCS Smart Check or the relevant checking method and follow the principal contractor’s access rules; holding a card does not by itself settle every site-specific competence or induction requirement.

Keep a note of expiry dates and membership renewal dates. For AQP, retain the qualification evidence and plan to meet the test requirement at renewal. For PQP, maintain eligible professional membership and be ready to make a new application when the card expires rather than expecting a simple renewal. If the person’s job changes, re-check the appropriate card route: a white AQP or PQP card may no longer be the right match for a different occupation. For supervisory or management construction qualifications, the Gold CSCS card options may be more relevant, depending on the role and accepted qualification.

Frequently asked questions

Does a CSCS white card prove someone is qualified for every site task?

No. The card identifies a CSCS route and relevant qualification or professional membership; it is not a blanket authorisation for every construction task. Check that the card matches the person’s actual occupation and the site’s access requirements. If the work requires a trade or role-specific qualification, check that separately rather than relying on the white card colour.

Can I apply for the PQP card if I am a graduate member?

Not automatically. CSCS requires current membership of an approved professional body at an eligible membership level. The body and grade must be accepted for the PQP route. Check the current CSCS list and confirm your grade with the professional body before booking the test or paying an application fee.

Can an overseas degree qualify for an AQP card?

Possibly, but do not assume that a degree title or overseas level is equivalent to an accepted CSCS qualification. Check the specific award in CSCS Card Finder. CSCS directs applicants with construction-related overseas qualifications that it does not currently recognise to Ecctis for an Industry Skills Statement.

What happens when a PQP card expires?

CSCS says the PQP card is not renewed: you must apply for a new card on expiry. You will need current evidence of eligible professional-body membership and the required Managers and Professionals test or accepted alternative. Allow time to confirm your membership evidence and test result before the expiry date.
